A Model of Conservation and Wildfire Resilience

The East Bay Regional Park District (EBRPD) stands as a testament to community-driven conservation and proactive land management. As the second-largest landowner in California, surpassing even the size of Rhode Island, EBRPD encompasses over 73 parks, 55 miles of shoreline, and more than 1,300 miles of trails across Alameda and Contra Costa counties. Serving over 3 million residents, this expansive network offers a plethora of recreational activities, including hiking, horseback riding, biking, and environmental education.

Community Roots and Stewardship

EBRPD’s inception is rooted in community initiative. Local property owners recognized the importance of preserving natural landscapes and collectively established a special tax to protect these lands for future generations. Today, the district employs over 1,100 individuals, making it the second-largest youth employer in the region. Its dedicated police and fire departments, equipped with helicopter air support and water drop capabilities, ensure the safety and preservation of these cherished spaces.

Pioneering Fuel Management and Wildfire Resilience

In response to escalating wildfire threats, EBRPD has significantly enhanced its fuel management strategies. Over the past six years, the number of fire department personnel focused on fuel reduction increased from 6 to 23. Financial investment in wildfire protection also saw a substantial rise, from $2.2 million to $9.4 million over four years, funded through a combination of district funds, voter-approved measures, and state and federal grants .

The district’s comprehensive approach includes:

• Wildfire Hazard Reduction Plans: Targeting 140 recommended treatment areas, covering approximately 5,280 acres, to mitigate fire risks in critical zones.

• Innovative Technologies: Utilization of specialized biomass processing technologies, such as carbonators, to convert vegetation into biochar, reducing greenhouse gas emissions and enhancing soil health .

• Collaborative Stewardship: Integration of the Stewardship Department with the Fire Department to ensure that fuel management projects align with environmental conservation goals .

These efforts have garnered attention beyond state lines. In 2024, the Canadian government and over 40 public agencies reached out to EBRPD to learn from its exemplary fuel management practices, recognizing the district as a leader in wildfire resilience and environmental stewardship.

Empowering Youth Through Workforce Development

EBRPD’s commitment to community extends to empowering local youth. The district has expanded its youth workforce development programs, focusing on wildfire prevention and trail maintenance. By partnering with organizations like Civicorps, EBRPD provides job training and career opportunities to at-risk youth, fostering a new generation of environmental stewards .
